Dr. Yates discusses France's diplomacy about Rwanda in France 24 debate
February 27, 2010
Professor Yates spoke on France 24 television on February 25 in a debate about President Sarkozy's diplomatic gestures to the Rwandan regime during a visit to Kigali.
Criticisms of Sarkozy's admission that "mistakes were made" was not enough, and that France needs to make an "apology" for its complicity in the attempted genocide of 1994, raised questions about the implications of France in that tragic event.
Dr. Yates outlined the three main accusations of French complicity: tactical and strategic support for the Hutu regime in 1990-1991, its evacuation of member of the Habyarimana regime in 1994, and its creation of a corridor through which the genocidaires escapes into Zaire (Democratic Republic of Congo) in 1994. While reconciliation has occured, Yates argued, it would be wrong to believe that the risk of another attempted genocide is gone. The structural preconditions of the genocide, such as overpopulation, and the failure of democratic institutions to return the Hutu majority to power, continue to pose risks of a fourth attempted genocide (after 1959, 1963 and 1994).

Dr. Fatemi gave an analysis of the factors and possible scenarios of economic instability in Europe as it faces its biggest challenge since the creation of its new architecture by the Lisbon Treaty.
Eileen Servidio invited by France 24 to explain the reform of the French judicial system
February 5, 2010
Following the recent judgement in the Clearstream case which cleared former French Prime Minister Dominique de Villepin from his involvement in trying to smear his then rival in the upcoming Presidential campaign - now French President - Nicolas Sarkozy, Dr. Eileen Servidio was invited on France 24 on February 4 to discuss the reform project of the French judicial system introduced a few months ago. The appeal of this decision by the prosecuting judge seems to have given new vigour to the critics of this project.
Dr. Servidio explained and analysed the current French judicial system as well as the main points in the reform project, and the reason for the controversy around it. The focus was on the proposed suppression the French equivalent of US prosecuting attorneys, which in French are called investigating judges ("juges d'instruction").
Dr. Servidio explained how in the current system they are independent from the Ministry of Justice and are able to carry out investigation and bring charges without bias or fear of political interference, and how the reform project may jeopardize that independence as many opponents to the reform argue.

Dr. Ruchi Anand's new book
November 26, 2009
Dr. Ruchi Anand just published her second book entitled Self Defense in International Relations (Palgrave-MacMillan, 2009). It is an interdisciplinary study that provides an analysis of power, security, and polarity in the international context, looks at the impact of the recent rise of non-state actors on the primacy of state sovereignty, and addresses issues of self-defense with regards to international law and international politics.
"The right to individual and collective self-defense in international law and politics has always been a controversial issue. Using the example of how the US employs self-defense against Iraq, this book uncovers new dimensions, which lead to innovative and practical strategies and analysis. It takes into account legal norms, politics and scholarly debates on self-defense in the post cold-war world and shows how power, security, polarity and the primacy of sovereign states play out in an international context. Three overarching themes constitute the backdrop, namely international anarchy, unipolarity and the decentralized nature of international law." (Source: Palgrave-MacMillan's website)

Ambassador Parker Borg: 10 Lessons Learned From a Career in the US Foreign Service
July 8, 2009
On the occasion of one of AGSIRD's traditional Wine and Cheese evenings where faculty, students, alumni and guests gather to discuss topics of international affairs in an informal atmosphere, Ambassador Parker Borg shared his experience as a diplomat in the US Foreign Service and the lessons he learned from it:
-
One can make a difference even in the largest and most impersonal bureaucracy.
-
It is unnecessary to sell one's soul to have a productive and successful career.
-
Changing jobs regularly keeps one's spirit younger and one's mind more alert.
-
When possible, go for the risk of the unknown over the known.
-
Advancement comes more quickly at headquarters than in the field.
-
While the expertise is important, success comes faster from knowing procedures and getting along with people.
-
Never forget there are three important audiences: your bosses, your colleagues/subordinates, and your clients.
-
Defining in advance what will be a good job is impossible.
-
The best jobs are not the ones at the top.
-
Every place you work can become a fantastic experience if you are open to the possibilities.
-
Bonus point: if you have a family sharing an overseas adventure, find the time to ensure they profit from the experience.
